Vice Chair Natalia Alward, Secretary Responsibilities: The Planning Board is responsible for administering the Town’s Zoning Bylaws, Subdivision Rules and Regulations, and Stormwater Management Regulations. Included here is the review and acceptance of “Approval Not Required” ANR lots, the approval of land subdivision plans, the granting of special permits for specific uses of residentially zoned property, and the granting of stormwater management permits for projects that will disturb more than one acre of land. In addition, the Planning Board conducts studies and when necessary, prepares plans for the long term growth of the Town, Documents (all underlined documents are available as PDF files which require Adobe Reader}
ANR or Approval Not Required are plans for new lots that may be created provided they have the required frontage on a public way or a way shown on a plan as stipulated in the zoning bylaw for that district. The ANR plan must be submitted to the Planning Board for review along with Form A and an ANR Fee , which is based on the number of new lots created.
Where new road access is required for interior lots, applicants are encouraged to begin the process with the submittal of a Preliminary subdivision of land as defined under the Town's Rules and Regulations Governing the Subdivision of Land ( adopted Sept 14, 2009 ) . Form B and the required Fee must also be filed at the same time with the Planning Board. Assuming all development issues have been satisfied, this process is followed by the submission of a Definitive Plan. Form C, an Administrative Fee and a Technical Review Fee are also due at that time. Running parallel to this process is the requirement to secure a Storm-water Management Permit for developments that will disturb more than one acre of land. An SMP-Application must be filed with the Planning Board. Note – a fee has not yet been established. Prior to approval of the plan, a performance guarantee, either in the form of a Bond, Pass-book savings account or a Covenant, Form F will be required to assure compliance with the approved plan. And, as development progresses, lots may be released – see the Lot Release Form and the Fee for this consideration. In addition, the aforementioned action usually requires that a Bond to secure full completion of the remaining road and utility requirements be requested in writing. A reduction in the bond amount may also be requested by letter accompanied with a Bond Reduction Fee as development nears completion.
The Zoning By-Law regulates the uses that are permitted within each of Millville’s three zoning districts. For special cases, some uses not permitted by-right, may be available in each district through approval of a Special Permit by the Planning Board. A Special Permit Application and Public Hearing Fee must be delivered to the Board for initiation of this review process.
